On a proposal from Monika Wulf-Mathies, Commissioner responsible for regional and cohesion policies, the European Commission has adopted, within the framework of the RESIDER II Community initiative, an operational programme for the Saarland region of Germany.

RESIDER II provides assistance for the restructuration of steelworking areas in the European Union. The total value of the RESIDER II programme for Saarland, which will last until 1997, is ECU 47.6 million. Of this, approximately ECU 12.9 million will be provided by the European Union (ECU 9 million from the European Regional Development Fund and around ECU 4 million from the European Social Fund). Private investors will provide funding of ECU 20 million.

The Saarland RESIDER programme will affect the areas of Greater Saarbruecken, Saarlouis, Neunkirchen and Saarpfalz. The measures involved include environmental rehabilitation, preparing industrial sites and developing tourism. The programme will also promote cross-border cooperation in the Euro-region of Saar-Lor-Lux-Trier/West Palatinate and support the establishment of a European Business Centre in Saarbruecken.

Training measures will be implemented in order to address the particularly difficult labour market situation in the affected areas. These will be aimed, in particular, at the unemployed, those threatened by unemployment and employees of small and medium-sized enterprises.

The present RESIDER II programme in Saarland follows on from the previous RESIDER programme in the region which ran from 1988 to 1992. It will be coordinated with the overall development strategy of the Saarland region and with other related European Union support programmes.
