Over 500 applications were received in response to the European Commission's call for proposals for the Community's specific programme for the dissemination and optimization of the results of RTD activities (the INNOVATION programme), published in March 1995 (OJ No C 64 of 15.3.1995, p. 20). Of these 500 applications, 100 have been selected to go through to a "definition phase" which will be funded by the Commission to a level of up to 75% of the total cost.

In order to assist project coordinators in launching this definition phase, the European Commission has hosted a series of planning workshops, to be held in Luxembourg in January, February and March 1996. The aim of these workshops is to bring the partners in each specific project together in order to assist them in developing their action plan for the definition phase. Project partners will also be assisted in the preparation of the final report for the definition phase, as well as the elaboration of a detailed workprogramme and financial plan for the demonstration phase.

The methodology used in the workshops is based on the well established and proven "Goal Oriented Project Planing" system. This technique has been further developed by the INNOVATION programme to focus on team building and task allocation among the partners.

For budgetary reasons only the best projects from the definition phase will go through to the main, funded demonstration phase. These workshops, therefore, offer project coordinators an important opportunity to refine their proposals with the help of specially appointed moderators. Seventy projects are participating in this initiative.
