EU Partner required for EU-China local authority linking project

The European Commission, DG I, is looking for an EU partner to manage a two-year EU-China local authority linking project (1996-1997).

The European Commission and the Government of the People's Republic of China are presently finalizing an agreement to establish a two-year programme to support links between EU and Chinese local authorities. The objectives of the programme are:

- To assist the establishment of links between EU and Chinese local authorities;
- To support small-scale individual projects being conducted jointly by the participants in such links.

The programme will be implemented through funding of visits and meetings between local government officials from the EU and China. Substantial funds will also be set aside for specific cooperation projects within these partnerships. Eligible fields for such projects would include economic and business cooperation (especially for SMEs), environment, social welfare, transport and health.

The EU partner for this programme will be responsible, to the European Commission, for its day-to-day management. It will be particularly important to ensure appropriate geographical spread of participants across the EU Member States and across China. The selected EU partner will be required to demonstrate:

- Experience in the field of local authority cooperation, preferably at EU level;
- Proven capacity to undertake large-scale cooperation projects, preferably with experience in China.

Local government institutions and other organizations qualified to take on this task are invited to submit expressions of interest summarizing their qualifications.
