The European Commission, DG XII, has published the proceedings of a conference on "Managing science and technology in the regions", organized within the framework of the STRIDE Community initiative concerning regional capacities for research, technology and innovation (1990-1993). The conference, which took place in Brussels, Belgium, on 8-10 June 1995, focused on the management of science and technology resources, by either public or private actors, in the regions. By definition, managing science and technology in the regions implies the meeting of research and technological development (RTD) and regional development policies. Actors in these areas, whether at regional, national or European level, are faced with the problem of balancing Europe's international competitiveness with cohesion across the different regions of the European Union. This has resulted in two major forms of European Union intervention: - The Structural Funds for regional policy; - The Framework Programmes for RTD. Since regional policy and RTD policy find their expression at local level, it is necessary to ensure coherence between them from the outset. The links between the programmes reflect the fact that local development is, in large part, based on the ability to comprehend the potential of science and technology at local level. In this context, STRIDE is an initiative which contributes to raising awareness of regional and national authorities to the importance of mastering global trends of technological change at the local level in under-developed regions of the European Union or those in decline. The conference proceedings include the following topics: - Managing science and technology in the regions: a challenge for European cohesion; - Improving the technological culture of SMEs; - The role of universities in the technological development of the regions; - Evaluating regional RTD initiatives and lessons from STRIDE; - A global perspective on regional RTD policy; - Managing RTD in firms; - Inter-regional cooperation on science and technology; - Developing human resources for science and technology in the regions; - European options for supporting technological innovation in the regions.
