A proposal for a Council Directive on the coordination of certain rules concerning copyright and neighbouring rights applicable to satellite broadcasting and cable retransmission (COM(91) 276) sets out rules covering: - Broadcasting by satellite: Broadcasting right, acquisition of broadcasting right, performers' rights, remuneration for the use of phonograms, rights of broadcasting organizations, limitation on rights (private use, use of short excerpts, teaching, scientific research), minimum protection, transitional provisions (agreements in force on 1 January 1995 shall not be subject to the above rules until 31 December 1997). - Cable retransmission: Cable retransmission right, exercise of right, exercise of right by broadcasting organizations, general contracts, mediators, prevention of the abuse of negotiating positions. Member States shall bring into force laws and administrative provisions necessary to comply with the Directive by 1 January 1995.
