The European Commission, DG XII, has published an evaluation of the Community programme for Biotechnology Research, Innovation, Development and Growth in Europe (BRIDGE), which operated during the period 1990-1994.

The report contains full details of the evaluation, including the methodology, the different programme areas covered, and the impact of the programme on the EU biotechnology industry. The evaluation also covers the management of the programme, and the training activities in the programme's projects.

The evaluation panel investigated the comparative relationship of RTD spending by both national governments and the EU, as well as the relationship of COST actions to the BRIDGE programme. The panel made seven recommendations for the future of Community RTD in the biotechnology field:

- Future programmes should aim to foster a European scientific community;
- There should be no requirement for industry participation;
- Training aspects should be expanded;
- Project selection procedure should be streamlined;
- Internal Commission procedures should be revised, particularly regarding contract negotiation;
- Greater emphasis should be placed on truly interdependent projects;
- Attention should be given to informing certain audiences of activities within programmes.
