On 15 June 1995, the European Commission, DG XIII, published a call for expressions of interest in the field of multimedia educational software (OJ No C 148 of 15.6.1995, p. 43). The aim of this call was to gather ideas for initiatives of European interest which, in the short and medium term, could help develop the European market in such software, improve its quality and adapt it to the needs of users, including children.

A total of 2,216 responses were received in answer to this call from companies, institutions and individuals all over Europe, as well as from East European countries and other third countries. The high level of response is a clear indication that the development and introduction of educational multimedia in every sector of education and training is, throughout the Union, recognized as a necessity.

The responses received contained 5,056 contributions/ideas for action in this field. These were divided as follows between the different areas of the call:

- Ideas in the field of research, development and demonstration: 2,596;
- Support for the creation and production of multimedia educational software: 616;
- Stimulating the use of multimedia educational software: 766;
- Awareness raising and diffusion: 584;
- Other activities: 51;
- Relevant to all areas: 4.
