The first ever technical meeting between Russian, American and European experts on nuclear safeguards took place on 1-2 April 1996. The meeting was hosted by the European Commission's Joint Research Centre (JRC) at Ispra, Italy, and was held in the perspective of the forthcoming G7 summit on nuclear safety, to be held in Moscow on 19-20 April 1996.

The experts agreed that actions must be focused on allowing the Russian Federation full control over its nuclear materials. Effective control of nuclear materials requires the use of common techniques for protection, control and accounting at nuclear facilities. The European Commission is contributing to this objective by promoting the creation of a training centre, the "Russian Methodological and Training Centre" (RMTC), in Obninsk near Moscow. This centre will train Russian experts in western nuclear accounting.

The centre is being established in close collaboration between the JRC and the Russian authorities, and should be operational later in 1996. The United States' Department of Energy is also supporting the centre with training courses and equipment.

The meeting between the Russian, American and European experts in Ispra involved a detailed exchange of views on all of the bilateral technical assistance projects undertaken between the US and Russia, and the European Community and Russia. All parties agreed on the need for a coherent and self-reinforcing programme of measures, which will swiftly allow the Russian Federation to assert full control over its nuclear materials.
