Small and medium-sized enterprises (SMEs) are crucial to Europe's economic success. They provide more than 80% of new jobs and help fuel rapidly evolving sectors as subcontractors to larger industry. High-tech SMEs produce more innovation per employee, or per ECU invested in research, than larger enterprises. Through their participation in shared cost Community RTD programmes, SMEs can simultaneously improve their technological base and internationalize their network of contacts and research partners. Yet, many SMEs still encounter difficulties defining their RTD needs, accessing information about these programmes or finding foreign partners required for participating in them.

The Technology Stimulation Measures for SMEs (TSME), which were implemented as part of the Fourth Framework Programme, include funding for a variety of measures designed to increase the participation of SMEs in EU research. One key TSME measure, "Exploratory Awards", offers SMEs assistance in preparing a complete proposal. An important criteria in submitting a proposal is finding a suitable research partner and Exploratory Awards can assist SMEs in locating the right organizations.

In 1995, over 300 of the 600 Exploratory Award applications received were selected for funding. They cover nine of the ten programmes implementing the TSME. Now you can access these important SMEs through the CORDIS Partner Service. You can easily find information on all Exploratory Award recipients by indicating the code "TSME C" in the "collaboration sought" field, or you can specify recipients by specific programme (e.g. BRITE/EURAM III and TSME C). The use of keywords in the "description of collaboration" or the "target partner expertise sought" fields will also help you to further refine your search.

The CORDIS RTD-Partners service includes over 18,000 active partnership requests and is used by over 21,000 organizations across Europe and beyond. RTD-Partners is frequently updated and maintained to ensure that the service continually offers you the most comprehensive and current collection available of organizations seeking qualified research partners.
