The European Commission has published a proposal for a Council Decision concerning the conclusion, on behalf of the European Community, of a framework agreement for trade and cooperation between the EC and its Member States and the Republic of Korea.

The agreement was initialled by both sides on 29 February 1996, following negotiations between the Commission and the Korean government during 1995.

The agreement would provide for cooperation in the following areas:

- Trade cooperation, in particular in the following fields:
. Agriculture and fisheries;
. Maritime transport;
. Shipbuilding;
. Intellectual property rights;
. Technical regulations, standards and conformity assessment;
- Economic and industrial cooperation;
- Policies to combat drugs and money laundering;
- Cooperation in science and technology on a reciprocal basis, particularly in the following fields:
. Exchange of information;
. Information technology;
. Energy and environmental protection;
. Training of scientists;
- Environmental matters;
- Energy;
- Culture, information and communication;
- Cooperation in the development of third countries.

The agreement provides for the establishment of a Joint Committee to facilitate the implementation of the agreement and to further its general aims. The agreement would be concluded for a period of five years.
