The European Commission, DG XVII, has published an open call to tender for support services relating to implementation of the specific programme on non-nuclear energies (THERMIE-Demonstration component). The call requests assistance on the technical management of the projects related to the THERMIE programme. Technical expertise services may be required in the following areas: - Area 1: 1. Rational use of energy, in the following sectors: 1.1. Industry, energy industry and fuel cells; 1.2. Buildings and integration of renewables in buildings; 1.3. Transport and urban infrastructure; - Area 2: 2. Renewable energy sources: 2.1. Wind energy; 2.2. Biomass and waste; 2.3. Solar photovoltaics; 2.4. Geothermal energy; 2.5. Small-scale hydroelectrics; - Area 3: 3. Fossil fuels, in the following sectors: 3.1. Solid fuels; 3.2. Hydrocarbons. These activities provide the framework for Tasks I, II and III that correspond to the separate Lots I, II and III under the present call for tenders. The purpose of this call is to draw up a contract with organizations or consortia which have the capacity to provide assistance for the technical management of the projects for one or several of the abovementioned sectors. The work to be carried out by the selected contractors involves the following tasks: - Task I: I.1. Technical control of reports by the contractors of ongoing demonstration projects and reporting to the Commission services; I.2. Technical assistance to the Commission services on the follow-up of the contracts; I.3. Technical assistance to the Commission services for the evaluation of the quality of the projects at sectorial level; - Task II: II.1. Technical assistance to the Commission services on the validation of results of ongoing projects (monitoring phase); II.2. Technical assistance to the Commission services on the measurements of energy performance of ongoing and/or completed projects; - Task III: III.1. Technical assistance to the Commission services on the coordination at sectoral level of the results of ongoing projects and coordination of the evaluation of intermediate and final reports. These activities correspond to three separate lots under the present call. The services offered must include the infrastructure necessary for accomplishing the tasks. For Tasks I and II, the services are to be provided from the tenderers' local offices. For Task III, the work is to be carried out in Brussels, at a location which permits close and frequent contact with the Commission services. Tenderers may bid for the provision of expertise on one or several lots. For each lot a separate quotation must be submitted.
