Member States' legislation in relation to provision of telecommunications services

The European Commission, DG XIII, has published an open call for tenders for a study entitled "Member States' legislation in relation to the provision of telecommunications services and/or infrastructures between the European Community and third countries".

On 14 November 1995 the Commission adopted a proposal for a Directive on a common framework for general authorizations and individual licences in the field of telecommunications services. The scope of this proposal extends to all authorizations or licences required for the provision of telecommunications services and/or infrastructures, both within the European Community and between the European Community and a third country.

At the same time, the current national regulatory frameworks applicable to the provision of telecommunications services and/or infrastructures between each Member State and third countries appear unclear.

The Commission therefore wants to gain more insight into how activities that provide telecommunications services or infrastructures between the European Community and a third country are being taken into account in Member States' legal regimes and, in particular, in their licensing regimes.
