A Council Resolution concerning electronics, information and communication technologies (18 November 1991), considering the necessity for industry in the Community to be competitive at world level, sets out the Council's views on methods to ensure free and fair international trade and competition and to improve the Community's business environment in these sectors. The Resolution also stresses: The need for trans-European networks and computerized telecommunication links between administrations and services of general interest; the conviction that steps should be taken to strengthen the Community's R&D activity by focusing, in the relevant programmes, on areas vital for the development and application of technology, by establishing priorities and allocating financial means in so far as possible, by promoting better synergy between R&D in the Community programmes and EUREKA, by taking measures for the dissemination and exploitation of R&D results, by enhancing efforts to provide training at all levels above and beyond current efforts made by Member States and at Community level. The Council invites the Commission to report on: Studies undertaken within the Community; the most recent USA/Japan semiconductor agreement, and its consequences; market access in third countries; government practices. The Commission is invited to monitor marketing, market access and distribution practices from a centralized information point established for this purpose, and to report regularly on progress towards the goals set out in the Resolution.
