The European Commission has published the text of a proposed Council Decision concluding an agreement for scientific and technical cooperation between the European Community and Israel. Signed on 25 March 1996, the European Parliament approved the agreement on 19 July 1996, and it is likely to be concluded by the Council of Ministers in autumn 1996.

The agreement allows Israeli researchers and academic and industrial research organizations to participate in the specific RTD programmes of the Fourth Framework Programme and in the activities of the Joint Research Centre. Community researchers and organizations may participate in Israeli research programmes and projects in equivalent themes to the specific programmes of the Fourth Framework Programme.

In particular, cooperation activities will include:

- Participation in research programmes or joint research activities;
- Joint meetings;
- Visits and exchanges;
- Regular, sustained contacts between programme or project managers;
- Participation of experts in seminars, symposia and workshops.

Cooperation may be developed and adapted at any time by mutual agreement. A joint "EC-Israel Research Committee" will be established to oversee the implementation of the agreement and cooperative activities. Israeli representatives will also participate in the specific programme management committees.

The financial contribution of Israel to the Fourth Framework Programme is based on a percentage of the programme budget equivalent to the ratio of Israeli GDP to EU GDP. For the years 1996-1998, the Commission estimates that Israel will contribute around ECU 30 million annually.

The agreement will last until the end of the Fourth Framework Programme. It may be renegotiated or renewed under mutually agreed conditions when the Community adopts new RTD Framework Programmes.
