The Institute for Prospective Technological Studies (IPTS), part of the Joint Research Centre, has published a report entitled "Climate Change - Analysis of causes, impacts and options". The report sets out the results of a study undertaken on behalf of the European Parliament Committee on the Environment, Public Health and Consumer Protection.

The issue of climate change is at the centre of the environmental debate. Recent discussions in this area have benefited from the content of the second assessment report of the Intergovernmental Panel on Climate Change(IPCC) which states that "the balance of evidence suggests a discernible human influence on global climate". The extent of this influence can not, however, be quantified. The major question of decision makers is, therefore, not only "why should emissions of greenhouse gases be reduced" but also " how should emissions be reduced" and "when should they be reduced".

The IPTS report provides an overview of current scientific information on the results of climate research. It also describes possible impacts and suggests appropriate options for action in this area.
