The first special thematic issue of the "IPTS Report", produced by the Institute for Prospective Technological Studies (IPTS) of the European Commission's Joint Research Centre, has been dedicated to the theme of "innovation" - an issue high on the agenda of policy makers in Europe.

The "Innovation Special Issue" contains an introduction by Mrs. Edith Cresson, Commissioner responsible for science, education and training, which underlines the importance of the topic at a time when the Commission is rounding off the consultation procedure on the Green Paper on Innovation, and is in the process of preparing the Fifth Framework Programme. The Commission's Green Paper on Innovation launched a major debate across Europe with the aim of establishing an "Action plan on innovation", due to be adopted by the Dublin European Council in December 1996.

Articles contained in the special issue of IPTS Report cover the following topics:

- The challenges of innovation;
- Networks of small firms confronting the challenge of globalization;
- Electronic commerce and the new forms of industrial organization;
- Innovation in services: the example of multimedia;
- Foresight and innovation: the role of initiatives at European level.
