The European Commission has approved the 1996 TACIS Democracy programme, which will provide assistance of ECU 11 million for projects in the New Independent States of the former Soviet Union.

The aim of the Democracy programme is to strengthen pluralist democracy and the rule of law in the New Independent States and Mongolia, in order to support economic and political reform and give concrete expression to the commitments enshrined in the Partnership and Cooperation Agreements concluded by the EU and the New Independent States. The TACIS Democracy programme has been funded by the Commission annually since 1993 (1994 for Mongolia), and is based on the same model as the PHARE Democracy programme in the Central and Eastern European countries.

Projects which are supported include:

- The acquisition and application of knowledge and techniques of parliamentary practice and organisation by multi-party groups of politicians and by parliamentary staff;

- The strengthening of non-governmental organizations (NGOs) and associations in the NIS and Mongolia which by their vocation contribute to the promotion of a pluralist democratic society;

- The transfer of specific expertise and technical skills concerning democratic practices and the rule of law to professional groups and associations in the NIS and Mongolia;

- Actions aimed at target groups including:
. Protection of vulnerable groups (children, minorities, indigenous people, victims of torture, etc.);
. Support to initiatives targeting professional groups (journalists, judicial officers, military and police personnel) which have an influence on the process of democratic development.
