Technical assistance for the Regional Information Society Initiatives

The European Commission, DG XIII, has published a call for tenders for the provision of services relating to the Regional Information Society Initiatives funded by the Community's Structural Funds.

The technical services required will focus on providing advice to the Regional Information Society Initiatives (RISI), funded under Article 10 of the European Regional Development Fund (ERDF) and Article 6 of the European Social Fund (ESF), on the process of integrating Information Society concepts into regional development policies. This will be done by identifying working examples, developing methodological guidelines, providing training and guidance, assessing the lessons learnt and disseminating good practice to participating regions.

These objectives will be achieved primarily through:

- Ongoing collection, codification and dissemination of experience and lessons learnt, as well as of best practice examples;
- Development and assistance in applying methodological guidelines, checklists or process methodologies for: generating ideas, raising awareness, taking and maintaining an inventory, assessments of the base-line situation (SWOT-analysis), developing partnerships and consensus, strategy building, use of Community support via Structural Funds and research programmes, feasibility studies, bench-marking, organization of regional awareness and information seminars, consultation of key regional players, participative planning, financial engineering, etc;
- Assistance in expert assignment (in particular, process consultants), including access to a directory of experts;
- Ad hoc technical assistance on methodological matters.

The work should be completed within two years.
