ETHOS (European Telematics Horizontal Observatory Service) is an information network and service developed under the Community's specific RTD programme in the field of Telematics Applications of common interest.

Developed by partners from five European countries, ETHOS provides the Telematics Applications programme with a market and technology observatory service, taking the lead on dissemination of information about telematics projects. In particular, it is responsible for researching and presenting information which will be of use in developing telematics applications. It is also responsible for the coordination of the presentation of the results of the Telematics Application programme.

The ETHOS Telematics Watch and results dissemination services are free of charge. ETHOS liaises closely with other European actions, including the ACTS programme and the Telecities movement. It has also been adopted as a news-source for the G7 Information Society programme.

A non-exclusive indicative list of information holding in ETHOS includes:

- Listings of Telematics Application programme projects;
- Pointers to TAP projects and results;
- News pertinent to European telematics;
- Listings of government WWW sites worldwide;
- Listings of embassies worldwide;
- Listings of administrations in Europe, including contact details, budgets, etc;
- Sources of funding for European telematics implementation;
- Sources of Information for the telematics marketplace;
- Survey Of telematics for education and training;
- Listings of Telematics demonstrator areas;
- Listings of Telematics projects in Europe, including previous Framework projects;
- Pointers to standards and Standards Organizations pertinent to telematics.

The ETHOS project commenced on the 1 March 1996. The Observatory will operate for the duration of the Telematics Application Programme.
