A Council Directive of 12 December 1991 on hazardous waste (91/689/EEC) is intended to approximate the laws of the Member States on the controlled management of such waste (excluding domestic waste), replacing Council Directive 78/319/EEC (20 March 1978). The present Directive results from experience gained by the Member States in the implementation of that Directive, together with the need to improve the conditions under which hazardous wastes are disposed and managed. Rules are established concerning the recording and identification of hazardous waste at the discharge sites, non-mixture of different types of waste, correct labelling and packaging of hazardous waste during collection and transportation, and special conditions covering establishments or undertakings which recover such waste. Annexes to the Directive list categories and types of hazardous waste plus the chemical constituents and properties which render them hazardous. Member States shall bring into force the laws and regulations necessary to comply with the Directive before 12 December 1993.
