The Spanish views on the preparation of the Community's Fifth Framework Programme for Research and Technological Development are put forward in the Spanish position paper, submitted as part of the consultation process during the drafting of the new Programme.

The Spanish paper stresses the importance of ensuring continuity. It notes that the future Fifth Framework Programme should be based on the experience gained in the Fourth and that major shifts in the current guidelines should be avoided. The need to allow for the introduction of new priorities, both at the beginning of the programme and throughout its duration, is, however, recognized.

Particular emphasis is placed on the importance of economic and social cohesion in reducing the international isolation of research groups of excellence in less-favoured regions. Other priorities envisaged are: contributing to the competitiveness of EU industry as a whole, employment, protection of the environment and contributing to other EU policies.

The Spanish paper recognizes the role of the research/industry Task Forces in ensuring the coordination of research activities in specific areas and suggests that a small allocation for funding management needs and strategic studies could be envisaged. It cautions, however, against the Task Forces being made responsible for establishing research priorities which it feels is the role of the Council.
