The High Level Group of EUREKA has published a paper on "Synergy between EUREKA and the programmes of the EU" designed to contribute to the debate on the preparation of the Community's Fifth RTD Framework Programme. The paper highlights the opportunity offered by Fifth Framework Programme to optimise the relationships and interconnections between the Framework Programme and EUREKA and, with this in mind, proposes a number of areas for action.

The paper notes that the EUREKA Ministerial Conference and the EU's Research Ministers have already endorsed the need for closer synergy between EUREKA and the Framework Programme on several occasions and that there is now a need to focus on the practical implementation of this. Six specific steps are suggested:

- The Fifth Framework Programme should reaffirm the commitment to synergy with EUREKA made under the Fourth Framework Programme;
- The Fifth Framework Programme should take into account strategic European priorities, compatible with those of EUREKA;
- The Fifth Framework Programme should introduced a greater degree of flexibility in order to allow it to respond to EUREKA project proposals brought forward by industry involving elements of research which would be appropriate for Framework Programme funding;
- It should be made easier to set up projects which contain elements potentially eligible for support under both the Framework Programme and EUREKA, in particular, by increasing coordination and reducing delays in evaluation;
- Improved communications between the two should be introduced with more formalized structures;
- The Fifth Framework Programme should allow for greater encouragement to interested parties to use EUREKA as a mechanism to take the results of EU-funded research closer to exploitation.
