An amendment to the proposal for a Council Decision adopting specific research programmes to be implemented by the Joint Research Centre (JRC) for the European Atomic Energy Community (1992 to 1994) (COM(92) 1 of 27.1.1992) introduces Recitals to the effect that the JRC will have a role to play in the new situation created by the Community's relationships with third countries, particularly following the implementation of the European economic area, and that the financial implications of this cooperation should be assessed. Also, the JRC's experience in nuclear safety should be exploited in cooperation with organizations in the countries of Central and Eastern Europe. The scientific and technical objectives (Annex III) include that supplementary measures should be envisaged to allow the facilities of the JRC to be used in cooperation projects with organizations in Central and Eastern European countries concerning the safety of nuclear installations and the management of radioactive waste.

An amendment to the indicative breakdown of expenditure for the period 1992 to 1994 sets out the amounts deemed necessary for implementation of: Nuclear fission safety (ECU 161.37 million) and Controlled thermonuclear fusion (ECU 41.58 million). A further amount of ECU 2.05 million, not included in these figures, is reserved as a contribution from these specific programmes for the centralized action on dissemination and exploitation of results.
