The European Telecommunication Services Association (ETSA) is to launch Qualif'Com, a qualification system designed to ensure quality of service for end-users of telecommunications services supplied by SMEs. ETSA represents more than 2,500 SMEs in eleven countries, active in the telecommunications sector, including in sales, installation and maintenance of telecommunications equipment. The Qualif'Com rating will be voluntary, and will be assessed by an independent audit team in each ETSA country. Companies in non-ETSA countries may also receive a Qualif'Com rating. Qualif'Com ratings will be given in three separate fields: cabling; service and maintenance; and engineering and consulting. Three levels of award may be made, dependant on the circumstances of the organization - from one to three stars. The development of Qualif'Com was inititated in 1994, with funding from the European Commission. The harmonization of requirements is now close to completion, and audit teams have been formed in several countries. The official launch of Qualif'Com will take place during the CeBit'97 fair in Hannover, Germany, which takes place from 13 to 19 March 1997. CeBit'97 is the annual fair for office information and telecommunications systems.
