Research in official statistics

The European Communities' Statistical Office (EUROSTAT) has published an invitation to tender concerning research work relating to various thematic domains in official statistics for activities of scientific and technical support of a competitive nature.

The works are to be undertaken within the Fourth RTD Framework Programme and relate to scientific and technical support for Community policies. The areas concerned are: socio-economic research, information technologies, geographical information systems, transport statistics, environment statistics and chemical classifications, statistical applications to national accounts and intangibles, statistical methods and applications, application of artificial intelligence techniques, quality, diffusion and valorization of research results.

The services needed are divided into the following twenty lots:

- Lot 1: information highways and new technologies - Access to, interchange and visualization of statistics-related information;
- Lot 2: a robust methodology for the construction of a system of leading indicators for the European Union;
- Lot 3: GIS application development;
- Lot 4: individual enterprise data database network and protection of privacy;
- Lot 5: development of statistics for maritime transport;
- Lot 6: model quality report in business statistics;
- Lot 7: a comparative field study of the effects of data collection characteristics on employment and unemployment estimates;
- Lot 8: review, development and implementation of modelling tools in selected statistical areas;
- Lot 9: model-based regional indicators;
- Lot 10: purchasing power parities;
- Lot 11: the role of intangibles in the competitiveness of industries;
- Lot 12: classification of chemicals;
- Lot 13: reliability and quality indicators for national accounts aggregates measured through confidence intervals;
- Lot 14: evaluation of sensitivity and uncertainty analysis methods in the quality assessment framework with application to environmental and business statistics;
- Lot 15: neural networks for transport data analysis and for economic data nowcasting;
- Lot 16: modelling a classification system and a codification method for statistical observations;
- Lot 17: social reporting on poverty;
- Lot 18: formalization of enterprise activities;
- Lot 19: integration of statistical software into statistical information systems;
- Lot 20: graphical representation of general data flows with a software application to energy statistics.

Tenderers may tender for one, several lots or all lots. Tenders for parts of lots will not be accepted. The contracts are expected to start in the last quarter of 1997. For lots 1 and 2 the work is divided into two phases, each of which is expected to last 12 months, with the second phase subject to a separate contract. For lots 3 to 21, the work will be executed within 12 months.
