The European Commission, DG XII, has published a summary report of a study on RTD potential in the Objective 1 regions. The study, prepared by external consultants for the Commission, analyses the research and technological development potential in the EU's Objective 1 regions. These are regions with per capita GDP lower than 75% of the EU average, and which, therefore, qualify for significant support from the Community's Structural Funds. The study looked at Objective 1 regions in nine countries, analysing factors such as innovation processes, infrastructures, human capital, and policies. Using this data, the study classifies the regions into high, medium and low RTD potential. The distinctions reflect both spatial and economic characteristics. For example, less developed regions are not just those peripheral or rural regions, but may also be urban areas. Some Objective 1 regions have been successful in closing the gap with their more advanced neighbours, while others have been less so. The purpose of compiling the study has been to contribute to discussions on the renewal of the Community's Structural Funds, which are due to expire in 1999. The role of RTD in regional development, and its contribution in regions of different characteristics, are discussed and analysed, with a view to formulating ideas for the next funding period.
