Support for Centre for Earth Observation (CEO)

The European Commission's Joint Research Centre (JRC) has published an invitation to tender for application support services for the Centre for Earth Observation (CEO) programme.

The Centre for Earth Observation (CEO) programme aims at enhancing Europe-wide communication in the production and exchange of information and data between earth observation service providers and users. The CEO is now in its design and implementation phase, which is planned to run from 1996 to 1998.

Within the activities on coastal-zone management, the CEO programme launched the DESIMA (Decision Support for Integrated Coastal Zone Management) project as a CEO application project in support of the services of the Commission. The goal of these projects is to satisfy the information requirements within the European Commission by using EO data to complement the information already being collected using more traditional methods. The outputs from this study will serve to support EC services. The main aim of this contract work is to design and develop an information system for facilitating the integrated use of various sources of geographical-related data and information (remote sensing, in-situ, maps) using Geographical Information System (GIS) techniques and tools in order to:

- Support research activities, monitoring and management in coastal areas;
- Address the issues of integrated coastal-zone management;
- Develop new remote-sensing techniques and applications.

The contract work will include two phases:

- 1) Design of the system and its elements;
- 2) Implementation of the selected system elements and demonstration of the system functionality for selected test areas in European coastal zones.

The contractor is asked to provide reported documentation of the proposed system, its components and the implementation plan (phase 1). After agreement on the system elements for demonstration, the contractor is asked to implement the system, execute the demonstration for the selected test sites and to provide the relevant software tools, including detailed documentation and manuals (phase 2).
