Evaluation of LIFE financial instrument for the environment

The European Commission, DG XI, has published an invitation to tender concerning the evaluation of the LIFE financial instrument for the environment (Regulation No 1404/96 of 15.7.1996).

The contractors will be required to evaluate the performance of LIFE, and how efficiently its aims are carried out, taking into consideration their relevance and the adequacy of the grounds for action. They will also be required to indicate leads for any improvements to be made in view of the implementation of the financial instrument.

In agreement with the steering group composed of officials from the Commission, the evaluators will carry out a preliminary study specifying LIFE's grounds for action, relevant indicators and methodology. They will then carry out the main evaluation study on this basis.

Since 1992, LIFE has jointly financed approximately 1,200 projects, 750 of which are still under way. The volume of work required for the LIFE evaluation is provisionally estimated at 18 to 20 man/months.

The final report of the main study must be submitted by 1 June 1998.
