ESC Opinion on Benchmarking

At its plenary session of 9 July 1997, the Economic and Social Committee of the European Communities adopted an opinion on the Commission's communication on benchmarking.

The Commission's communication recommends benchmarking as a tool for comparing competitiveness (primarily industrial competitiveness) by comparing it to the best practices existing in the world. The ESC approves this process on the condition that it is carried out on a long-term basis with objective data and is focused on specific, well-defined areas.

The Committee suggests that a number of pilot test projects be launched, as soon as possible, with objectives and methods agreed with the parties concerned, in particular the economic and social partners. The ESC is prepared to participate actively in the identification of themes chosen for the pilot projects, in the definition of reference criteria and in the launch and follow-up of the projects.

The ESC also requested the Commission to submit its own policies to a benchmarking process in order to measure their effectiveness (internal market, regional policy, research and development).
