Application support for the Centre for Earth Observation

The Joint Research Centre of the European Commission has published an invitation to tender for the provision of application support for the Centre for Earth Observation (CEO).

The CEO programme of the European Commission aims at enhancing European-wide communication in the production and exchange of information and data between Earth Observation (EO) service providers and users. The CEO is now in its design and implementation phases, planned to run from 1996 to 1998.

The CEO programme launched the project Atlas (Statistical Atlas of Urban Agglomerations in Europe) as a CEO application project in support of the services of the Commission. The goal of these projects is to satisfy the information requirements within the European Commission by using EO data to complement the information already being collected using more traditional methods. The outputs from this study will serve to support EC services in EUROSTAT.

The main aim of this contract work is to develop and implement methodologies for applying high-resolution, optical, remotely sensed data for the provision of geo-referenced land-use maps and statistical information of two major urban agglomerations in Europe. The study will focus on the cities of Athens and Berlin. Each city will be the subject of a separate work package. Proposals for each work package should be kept completely separate, and each work package may be the subject of a separate contract with the JRC.

The contractor is asked to provide mapped and statistical information for the study area using:

- Multi-temporal, multi-spectral remote sensing data;
- Very high resolution panchromatic satellite data.

The results obtained from each sensor-type and combination of data from different sensors will be quantitatively compared in such a way as to illustrate the potential of using the new generation satellite remote-sensing systems to improve the quality of the derived urban land-use maps and statistical data.
