A Council Decision of 16 March 1992 concerning the conclusion of the Framework Agreement for cooperation between the European Economic Community and the Eastern Republic of Uruguay (92/205/EEC) approves the Agreement on behalf of the Community. The text of the Agreement is attached to the Decision. Areas covered include economic, agricultural, industrial and investment cooperation; science and technology; the environment; trade promotion and trade cooperation; social development; public health; government service; information, communication and culture; training; tourism; regional cooperation and integration; and the establishment of a Joint Cooperation Committee. In the field of science and technology, the contracting parties undertake to make it easier for scientists to take part in exchanges, to establish permanent links between the two scientific and technological communities, to foster the transfer of technology, create links between the Parties' research centres, strengthen scientific/technological capacity and stimulate innovation. Cooperation shall include high-level research, notably in fields such as biotechnology, new materials, microelectronics, data-processing and telecommunications. Other RTD-related objectives are the improvement of research activity, the development and management of policy on science and technology, environmental protection, efficient use of natural resources, regional integration in science/technology cooperation, the dissemination of information and expertise, technological development in agriculture, agro-industry and marine science, links between research establishments and the productive sector, joint research projects, training of scientists, and the exchange of scientific information via seminars and conferences.
