Analysis of the Mediterranean refining sector

The European Commission, DG XVII, has published an invitation to tender concerning the analysis of the refining sector in the Mediterranean partner countries.

The Mediterranean partners face a need to modernize their economic sectors. As a result of modernization, their energy demand could triple by 2020, reaching around 450 Mtoe. Most of the Mediterranean partners have active refining industries, generally for local needs, while some of them export a part of their production.

Taking into consideration the planned development of the regional cooperation and integration in the region, the future of the Mediterranean partners' refining industry depends, at least partly, on the implementation of concerted policies. These policies involve the harmonization of, but also possibly the development of, industrial partnerships and joint ventures.

The objective of this project is to review the prospects for the Mediterranean partners' refining sector and to examine in particular the possibilities for cooperation between it and European Community refining sector. The emphasis should be on a creative analysis of the implications of the forecast trends on the Mediterranean refining sector and how and to what extent prospects can be improved.

The final report should be a comprehensive analysis of the Mediterranean partners' refining sector and its prospects, identifying those areas where cooperation will be most valuable. A two-day workshop will be organized in order to disseminate the results of the analysis.
