Evaluation of Cohesion Fund environment projects

The European Commission, DG XVI, has published a restricted invitation to tender concerning the ex-post evaluation of environmental projects financed by the Cohesion Fund.

The Commission provides grants to environmental projects in Spain, Greece, Portugal and Ireland through the Cohesion Fund, details of which can be found in the Fund's annual reports. As an increasing number of projects near completion, it is appropriate that the Commission sets up a programme of ex-post evaluation, focusing on the following areas:

- 1) Analysis of project implementation;
- 2) Economic impact;
- 3) Employment impact;
- 4) Environmental impact;
- 5) Compliance with the existing Community rules;
- 6) Elaboration of horizontal indicators such as unit cost, etc.

It is envisaged that a framework contract will be awarded for the organization of the ex-post evaluation programme. The Commission estimates that some 60 projects may be evaluated and the cost is anticipated not to exceed ECU 600,000. The contract would run from the end of 1997 until the end of 2000.

The Commission is likely to invite between six and ten applicants to submit full tenders for the provision of these services.
