The third in a series of seminars on "Energy and local authorities", organized by the European Commission and the Committee of the Regions, will take place in Rhodes, Greece, on 3 October 1997.

The theme for this seminar will be energy management, local development and employment. Discussion will focus on the role played by local authorities in the Member States in combating climate change and formulating alternative energy strategies, given that urbanization is the cause of the majority of energy consumption and emissions of pollutants. The seminar will give local and regional authorities an opportunity to exchange experience and promote the use of new technologies in the light of the impact such schemes have had on job creation.

Both local and regional authorities already play a considerable role in combating global problems, through schemes at local level. For instance, under the Community's SAVE II programme many local and regional authorities have been able to establish regional or urban energy agencies, designed to advise on and promote energy efficiency. These activities and resultant changes in energy consumption patterns have the potential to generate jobs, through investment or redevelopment, as well as creating new advisory functions.
