The European Commission has adopted a proposal for a Council Recommendation on the protection of minors and of human dignity in audiovisual and information services. The proposed Recommendation is based on the results of the consultation process initiated by the Commission's recent Green Paper on this issue. The deliberations on the Green Paper on the protection of minors and of human dignity in audiovisual and information services rapidly resulted in the consensus that the new audiovisual and information services are starting to cause major upheavals in a large number of economic sectors and have become a driving force in the areas of society, education and culture. The feeling is, however, that for the time being, self-regulation at national level constitutes the most appropriate answer in order to protect minors and human dignity, whether on television or on Internet. Consultations took place with Member States and all parties concerned (industry, users, consumers). The European Parliament, the Economic and Social Committee and the Committee of the Regions also gave their opinions. The proposed Recommendation will allow the EU, whilst strictly respecting the subsidiarity principle, to introduce a coherent cooperation framework, enabling it to take part in the debate and to produce common instruments which can be used for the protection of minors and human dignity, at European and international level, in the context of promoting the development of the audiovisual and information services industry.
