EP Research Committee votes on Fifth Framework Programme budget

The European Parliament's Committee on Research, Technological Development and Energy adopted its report on the Commission's proposal for the Fifth Framework Programme on 4 December 1997. The Committee had voted on the structure and content of the Programme the previous week, but held over the budget votes to allow Members to discuss the funding on the basis of the structure agreed by the Committee.

The overall budget voted by the Committee is ECU 16,700 million over the five years of the Programme (in comparison to the ECU 16,300 proposed by the Commission). The Community Framework Programme budget would be increased in relation to the Commission proposal, to ECU 15,400 million, while the Euratom Framework Programme's budget would be reduced, to ECU 1,300 million. Within the Community Framework Programme, the Committee voted to increase the share allocated to "International Cooperation" and "Innovation and SMEs", while reducing the share allocated to "Improving Human Potential".

The Committee was split on the share-out of funding between the four thematic programmes under the first activity, and this issue will now be left to the full Parliament to resolve when the report is voted in plenary in December. However, Members did agree that 80% of funding within the thematic programmes should go to the key actions. The budget agreed by the Committee (in ECU million) is as follows:

- EC Framework Programme:
. Thematic programmes (First activity): 12,275;
. International cooperation (Second activity): 550;
. Innovation and SMEs (Third activity): 410;
. Human potential (Fourth activity): 1,350;
. Direct actions - JRC: 815;
. MAXIMUM OVERALL AMOUNT: ECU 15,400 million;

- Euratom Framework Programme:
. Fusion and fission: 974;
. Direct actions - JRC: 326;
. MAXIMUM OVERALL AMOUNT: 1,300;

- Overall maximum budget: ECU 16,700 million.

The Committee's report will now be discussed by the full Parliament at the December plenary session in Strasbourg. During the debate the Commission should give its views on the Committee's amendments to the proposal. The Parliament's report, scheduled for adoption on 17 December 1997, will then be transmitted to the Council, which hopes to adopt its common position on the proposal at the Research Council on 12 February 1998. Once both institutions have completed their first readings a clearer picture of the likely outcome of the remaining stages of the legislative procedure will emerge.
