A Council Decision on the dissemination and exploitation of knowledge resulting from the specific programmes of research and technological development of the Community (92/272/EEC of 29 April 1992) establishes that these activities, in the context of the third Framework Programme, shall be carried out as part of the specific programmes and by means of a centralized action to ensure overall coordination and coherence.

ECU 57 million (levied from the appropriations for the specific programmes) is estimated necessary for implementation of the centralized action, which provides a necessary continuity for some of the measures carried out under the VALUE programme, and introduces new topics related particularly to RTD repercussions and results in terms of society as a whole. To improve the insertion of Community research into a broader context and to optimize knowledge utilization, the centralized action shall intensify emphasis on the links between research and industry and widen its scope to the research-science and research-society interfaces. Measures shall reflect the new scientific and technical objectives and constraints set by society and its institutions, and the increasing interest in the interdisciplinary approach to RTD activities.

The specific objectives and technical content of the action are annexed to the Decision. These include reference to new channels of information (creation of a network of relay centres plus expansion of the CORDIS computerized information service), support for the utilization and protection of results, result promotion activities, study of the context of scientific research, improvement of research communication, examination of the economics of research, promotion of best-practice research management, assessment of the social impact of science and technology, use of channels of public information and communication, and the analysis of public demand and new requirements.

A work programme shall be drawn up in accordance with the aims of the centralized action, detailing the objectives and types of projects to be undertaken plus the financial arrangements to be made for them. The Commission shall make calls for proposals on this basis.
