The European Commission has launched a Europe-wide debate on future measures to improve the efficiency of ports and their integration into the Union's transport network.

Its Green Paper on Ports, published on 10 December 1997, sets out various measures aimed at improving port infrastructure, increasing their efficiency and supporting their integration into the European transport network. This is combined with a proposal to adapt the Trans-European Transport Network (TEN Transport) Guidelines to include European ports and provide funding for short-sea shipping and combined transport involving rail.

The European Commission is inviting the institutions of the European Union, port authorities, operators and the maritime industries to take up the debate. This will be followed by a major European conference on the issues involved, to be held next year.
