Call for proposals - Pilot Actions for Combined Transport (PACT)

The European Commission, DG VII, has published a call for proposals for innovative actions which will increase the competitiveness of combined transport against exclusively road transport, within the framework of the Pilot Actions for Combined Transport (PACT) programme.

Combined transport means the transport of goods between Member States, where the trailer (with or without tractor) uses roads on the initial or final legs of the journey, and rail, inland waterway or maritime services on the other leg. The understanding is that the road section is as short as possible.

Projects may be submitted by two or more organizations from at least two Member States. Eligible projects must cover routes on the territory of at least two Member States. Routes between the Community and a third country may also be eligible for support, but the PACT budget will not finance costs and expenditure arising outside the Community.

Eligible projects may be either:

- Innovative operational measures, or;
- Feasibility studies which plan and prepare innovative operational measures.

PACT will not support pure infrastructure projects, or research and development projects. Applications must relate to commercial measures in view of the provision of combined transport services. Community funding for innovative operational measures will be limited to a maximum of 30% of eligible costs, whereas for feasibility studies, the maximum Community financial assistance will be 50% of eligible costs. Projects should be economically viable in the medium term (up to three years).
