The SocraTESS project, funded by the SOCRATES Community action programme in the field of education, aims to develop methods for in-service training of primary and lower secondary teachers based on open and distance learning (ODL).

The project brings together 13 partners from 11 countries. They will use ODL activities and information and communications technologies to share the latest knowledge in the field of reading pedagogy in the partner countries, with the aim of developing innovative methods and materials for teaching pupils with special educational needs.

The aims and objectives of the project are:

- To develop and carry out an ODL course on effective strategies in the teaching of beginner readers, in the light of the international reading survey;
- To develop a pedagogical network and on-line service for teachers in Europe;
- To implement a cooperative model between educational institutions in Europe with regard to the development of ODL-based teaching material, including the development of a model of how qualifications achieved with the help of ODL can be evaluated.

The project started on 1 September 1997, and is expected to run for two years. It should benefit around 200 people directly, and many more indirectly once the results are published and disseminated throughout Europe.
