The European Commission, DG IA, is planning to publish a joint call for proposals for the PHARE and TACIS LIEN programme and the PHARE Partnership programme in mid-February 1998. The PHARE and TACIS LIEN programme will provide co-financing grants for projects initiated by non-governmental organizations (NGOs) active in the social sector and based in Central and Eastern Europe (CEECs), in the Baltic States, in the Newly Independent States (NIS) and in Mongolia. Projects may be presented in two main areas of activity: - Assistance to disadvantaged women; - Social reintegration and the promotion of sustainable health and social support for marginalized sections of the population. Co-financing grants of between ECU 10,000 and ECU 200,000, representing a maximum of 80% of the total project budget, will be available for projects running between 12 and 24 months. The PHARE Partnership programme will provide co-financing grants for local development projects initiated by non-profit organizations based in the countries eligible for PHARE programme assistance. Projects may be presented in four areas of activity: - Local development; - Business and enterprise development; - Human resources development; - Socio-economic development. Co-financing grants of between ECU 15,000 and ECU 200,000, representing a maximum of 70% of the total project budget (EU-PHARE partnerships) or 80% of the total project budget (PHARE-PHARE partnerships), will be available for projects running between 12 and 24 months.
