The European Commission, DG XII, has published the proceedings of the first workshop held within the framework of the RIBAMOD (River basin modelling, management and flood mitigation) concerted action. The workshop, held in Delft, The Netherlands, in February 1997, provided a forum for the discussion of current policy and practice in flood mitigation.

Severe flooding has occurred in several areas of Europe in recent years. Whilst much of the cause of flooding depends on a coincidence of meteorological factors, man's use of the river catchment also has a bearing. Flood forecasting and river management techniques have advanced considerably in recent years, and now make use of the latest communications and computer technologies.

Research on flood forecasting and the impact of climate change has been funded by the EU since 1986 through the Environment and Climate programme and its predecessors. The workshop, organized within the RIBAMOD action, aimed to:

- Improve understanding of the causes of recent floods;
- Identify lessons learned through case studies;
- Compare standards, procedures and experience of flood mitigation across Europe;
- Discuss how flood risk is assessed, and how this is changing;
- Review past and current design methods and management strategies, their effects and the need for change;
- Identify EU RTD needs.
