Commissioner Martin Bangemann, responsible for industry and telecommunications, has challenged industry leaders to shape the proposed international charter for electronic communications services. Mr. Bangemann was addressing several American companies during a visit to Palo Alto, California on 6 March 1998. He urged the private sector to play a more active role in communications policies worldwide and called for an industry round table meeting, as a first step in the consensus building process.

The companies consulted welcomed the charter initiative and the emphasis on an open and market-led approach. They were also of the opinion that such a charter would also help address the need to develop consistent rules at an international level for the global electronic market place.

The Commission adopted a communication entitled "Globalization and the Information Society: the need for strengthened international coordination" on 4 February 1998. This communication was endorsed by the Council, who requested that the Commission submit a progress report on the initiative in May. This should include a timetable for the proposed industry round table and an international ministerial conference. It will also include a summary of the reactions of industry, the EU's trading partners and international organizations, following the deadline set for comments of 31 March 1998.
