Research programme (EEC, Euratom) to be implemented by the Joint Research Centre - Solar energy -, 1977-1979

 
The programme was drawn up in accordance with the Council Resolution of 17 December 1970 concerning the procedures for adopting research and training programmes (Official Journal No L 16 of 20.1.1971). Initially adopted for a period of four years (1977-1980), the programme was replaced by a new four year programme as of 1 January 1980 and unused funds were allocated to the new programme.

The JRC acted as a central point for specific support to the accelerated industrial development of solar technology in the short term as well as carrying out experimental activities for the application of the technology in the longer term.

A particular feature of the JRC's programme was the creation of centralized testing and research facilities for solar components and systems. Its project Habitat consisted of a solar laboratory for examining the use of solar energy systems in housing. The European Solar Test Installation (ESTI) was constructed for the purpose of setting up a complete test facility.

This programme was carried out in close cooperation with the Indirect Action Programme in solar energy which was conducted by DG XII.
To assist the general introduction and penetration of solar energy technology, particularly in the definition of testing and measurement procedures, standardization and intercomparison of solar components and systems and diffusion of information and documentation, and to carry out experimental activities in order to carry forward solar research by examining possible refinements in the technology and its applications in areas where industrial research is not yet justified.
Three projects:

- Habitat and thermal conversion;

- European solar irradiation facility;

- Orientation studies centred around direct conversion.
The Commission, assisted by the board of governors of the Joint Research Centre (JRC), was responsible for the implementation of the programme by means of the services of the JRC (Ispra).

The dissemination of the information resulting from the implementation of the programme was carried out in accordance with Council Regulation (EEC) No 2380/74 of 17 September 1974 (Official Journal No L 255 of 20.9.1974) which adopts provisions for the dissemination of information relating to research programmes for the European Community.

Support was available for all organizations involved in the Community-wide collaborative effort on solar energy.
