EU Preparatory action on renewable energies, 1994

 
The 1994 General Budget of the European Communities contains a budget line for preparatory actions in the field of renewable energies (APAS - Actions de Préparation, d'Accompagnement et de Suivi). This appropriation was entered to cover the preparation and anticipated implementation of the "renewable energy" theme of the specific programme in the area of non-nuclear energies under the Fourth Framework Programme, 1994-1998.

The Commission is responsible for the implementation of the budget line, mainly through the call for proposals launched on 15 March 1994.

The call for proposals covered the following areas:

- Integration of renewable energies in regions;
- Water desalination plants for the Mediterranean countries powered by renewable energies;
- Development of bio-electricity;
- Urban planning maximizing the use of renewable energies;
- Photovoltaic electricity generation to take the form of cooperation between Europe and developing countries.

The call was open to consortia of organizations incorporated or established in at least two Member States. Organizations from the EFTA states were permitted to participate within such consortia, but were not eligible for financial support from the Commission, whereas organizations from Central and Eastern Europe and developing countries could participate as subcontractors of consortia, providing this was justified by the nature of the project.
The closing date for the submission of proposals under the call was 17 June 1994.
