Research and training programme to be implemented by the Joint Research Centre (JRC) for the European Atomic Energy Community and for the European Economic Community - supplementary programme on the operation of the High Flux Rector - 1977-1980

This supplementary programme on the operation of the high flux reactor (HFR) formed part of the 1977-80 research and training programme to be implemented by the Joint Research Centre (JRC) for the European Atomic Energy Community (Euratom) and for the European Economic Community (EEC). The HFR programme is one of the principal means by which the European Atomic Energy Community can contribute to the safe use of nuclear energy and to the acquisition and dissemination of information in this field.

Located at Petten, the Netherlands, the HFR is operated by the Commission in accordance with the Euratom/Netherlands agreement of 25 July 1961. Under this agreement, the Commission has committed itself, on behalf of the Community, to build the necessary facilities and to provide additional equipment in order to make optimum use of the Petten facilities, including the HFR.
To contribute to the operation of the high flux reactor (HFR) and to the planning, execution and supervision of experiments for the benefit of the programmes of the participating Member States.

The Commission was responsible for implementing the supplementary programme on the "Operation of the high flux reactor (HFR)" under the framework of the Council Decision adopting a research and training programme (1977-80) to be implemented by the Joint Research Centre for Euratom and the EEC (Decision 77/488/EEC, Euratom Official Journal No L 200 of 8.8.1977).

A budget of ECU 36.59 million was established to operate the reactor during the four-year period. This was raised from the equal contributions of the two participating Member States, Germany and the Netherlands.

This budgetary allocation covered the operation of the reactor and the planing, execution and supervision of experiments to support the participating Member States' programmes in this area. Provisions were made to enable any surplus capacity to be made available to outside parties on a fee basis.
