Objective
The objective of the project is to set up a Land Register Information Service (LARIS). This information service will use data from the existing Register of Territorial Resources of Navarra. The data for this register is already held in digital format in a GIS. The new service would allow the register data to be commercially exploited by both by direct access and by distribution of the data in digital format.
Direct access to the database will be available through two types of remote terminal offering alphanumeric and graphic facilities:
a) Public Terminals offering immediate use with payment by cash or credit card.
b) Dedicated Terminals for large users such as government departments or public utilities.
A range of value added services would be available at both types of terminal. These terminals would be connected to the database by telephone lines. The users of the LARIS are expected to include national government, local government, the utilities, civil engineering companies, construction companies, consultants, legal bodies and private individuals.
The data contained in the Register of Territorial Resources has resulted from ten years of continuous systematic work by the administration of the Communidad de Navarra. The database continues to be updated on a daily basis. The additional cost of the LARIS project compared with the cost of setting up the database would be in the order of 5%.
The database contains cartographic and cadastral data and is presently held in a Intergraph system using IDGS and INGRES. The data includes the following: 3673 sheets of urban cadastral maps (scale 1:500), 1478 sheets of rural cadastral maps (scale 1:5000), 1478 sheets of urban land categorisation maps (scale 1:5000).
