Transnational collaboration on REgional PLANning of public local actions promoting RES in heat and electricity production and consumption

Objective

Environment and energy research and dissemination centres, in collaboration with universities, carry out a joint initiative aimed at supporting local plans for RES further penetration in two European regions (Piemonte- Italy and Central Finland), where development and good practices have already been achieved, particularly in the wood biomass field.

The initiatives take profit of transnational experience exchange and essentially consist of study as well as training and information activity.
After assessing the respective knowledge and areas of experience, a study is carried out in the Italian region to define guidelines for RES promoting local plans, while in Central Finland a medium-long term action program is developed envisaging a 100% Res-based regional energy balance.
The dissemination activity is carried out at two levels:
On-line services.
The results of the study phase are edited in electronic and digital formats and included into a virtual network through the development of specific web sites, aiming to design and implement an integrated information system accessible to project participants, key actors and target groups (local authorities, local environmental organisations, public utilities and private firms, education and research institutes, media, citizens). The system enables the sharing and transfer of information, experience and knowledge about utilisation of RES within and between the respective geographical areas.
Also administrative tools and best practices adopted for promoting the diffusion of RES use at local level along with general information about the project are made available on line.
Training and sensibilisation events.
Also based on the results of the study activity, a training activity shall particularly address employees from local administration bodies and energy firms, as well as students and graduates, in the form of two summer school sessions respectively organised by the Italian and Finnish partner universities, with distance learning tools production.
Workshops are also organised in both countries aiming to spread information, raise awareness, and influence decision making processes in the field of RES utilisation.
The expected direct and potential outcomes of the project can be identified as follows:
- creation/revision of local energy plans in the regions of Piemonte and Central Finland stressing the role of RES
- training and information material with local relevance available on line;
- higher level of knowledge of local market opportunities and constraints and diffused awareness on RES utilisation and promotion among the public authorities and other target groups involved;L- transnational transfer of good administrative practices between competent authorities;
- establishment of local partnerships to support, promote, prepare and exploit RES projects;
- replication of actions by other regions in Italy and Finland.
