Encouraging Take-Up of Domestic PV-System

Objective

A transfer of experience from more advanced "solar" countries to those lagging behind, through regional partnerships, will be an opportunity to develop training, educational and promotional tools. Based on a European "best practice" guide targeted at trainers, installers and other principal actors in the home building industry, these tools will be used to encourage the take-up of domestic photovoltaic systems.

General Information:
Learning visits in "tutor" countries (D and SP) and intensive workshops have lead to a common understanding of key issues for the take-up of domestic PV systems. The information gathered in these visits has lead to coordinated action plans tailored to each "recipient" country (F, SP, UK, B). The aims of the action plans vary from country to country: included are training sessions for installers, public awareness campaigns and the design of financial incentives and other methods for improving PV users' energy management and behaviour.

The participants countries have commenced the implementation of the Regional Action Plans, for example, training programs have been developed and run in France, a financial analysis on payback times and an information booklet have been published in Belgium, promotional information sessions have been run in Spain and in England a PV DOMSYS network has been established to keep local councils informed on PV issues, from training to financing.

Expected Results: an up-scaling of the demand for domestic photovoltaic systems as a result of promotional and informative activities, a lowering of installation costs by training local contractors and an improvement in the financial balance of domestic photovoltaic investments by associated energy savings.
