Improving the human reliability of electrical isolation procedures on the surface and underground

Obiettivo

The project will attempt to

- establish ergonomic design criteria for electrical equipment.

- improve the effectiveness of the shaft procedures surrounding the isolation of electrical equipment.

- development improved training for electricians in hazard awareness and risk perception.

Ways and Means to Achieve the Work

Methods to be used in the work:

1. Existing methods and procedures for isolating electrical equipment (both within an out with the mining industries) will be identified and reviewed.

2. Past accidents involving electricians failing to isolate correctly will be assessed in detail to determine the likely human aspects which contributed to the events.

3. Training materials/methods currently used will be assessed for their effectiveness.

4. Task analyses would be carried out on teams of electricians performing complex electrical operations and detailed ergonomic man-machine analysis of the equipment/isolation procedures will be carried out.

5. Measurements relating to the motivation levels, risk perception, hazard awareness and attitudes of electricians will be taken.

6. Recommendations will be made regarding improved equipment design, more effective safety procedures and training methods.

7. Wherever practical, these measures would be incorporated into a pilot scheme at a small number of collieries and assessed over a period of time.

8. Recommendations will be drawn up regarding the benefits of other Collieries and, if applicable, to other areas where lack of compliance with shaft procedures is problematic.

The primary method under which the above will be considered is the prototype human error audit developed in project no. 7249/12/067. This will be used in conjunction with machine/system evaluation, interviews and risk perception/hazard awareness questionnaires.

The purpose of the audit will be to seek out aspects of the equipment design, workplace, environment, training, management/supervision and work organisation where human error could occur.
